The Conference on The Organization of Help to People In Severe Intoxication

On the 9th of February, 2015 at the Ministry of Justice of the Republic of Tatarstan a meeting on the organization of assistance to persons in severe intoxication and loss of ability to move independently or guided in the environment and in need of medical assistance was held.

The meeting was attended by Chairman of the State Council of the Republic of Tatarstan on social policy S.M. Zakharov, the Human Rights Ombudsman in the Republic of Tatarstan S.H. Saburskaya, Head of Legal Department of the Cabinet of Ministers of the Republic of Tatarstan A.B. Grevtsov, Deputy Minister of Justice of the Republic of Tatarstan M.M. Ibyatov, First Deputy Minister of Health of the Republic of Tatarstan S.A.Osipov, Deputy Minister of Labour, Employment and Social Protection of the Republic of Tatarstan Y.I.Abdreeva, Head of the Department on legislative work of the State Legal Department of the President of the Republic of Tatarstan DI .Mahmutov, head of the department of social legislation Legal Department of the State Council of the Republic of Tatarstan E.M.Mustafina, as well as representatives of the Ministry of Finance of the Republic of Tajikistan, the Ministry of Interior of the Republic of Tajikistan, the Council of the Tatarstan Republic municipal formations, SBO "CESR RT" at the Cabinet of Ministers of the Republic of Tatarstan.

On the meeting a bill developed by the Ministry of Justice was discussed, as well as the option of regulatory activities of the specialized agencies at the municipal level.

The participants of the meeting noted the complexity of correlation of calculations of volumes of subventions, planned to be provided from the budget of the Republic of Tatarstan for the provision of related services in accordance with the procedure with the amount of funding provided for 2015.

In addition, the problem of definition was announced by an entity that would be responsible for monitoring compliance with the relevant state authorities in case of their transfer to local authorities.
