The reporting session of the Kazan City Duma of the fifth convocation was held at the Kazan City Hall.
Kazan Mayor Ilsur Metshin delivered a report on the city's socioeconomic development results for 2025 and its objectives for 2026.
City budget revenues in 2025 amounted to 62.3 billion rubles (up 7.2% compared to 2024), of which 38 billion rubles were tax and non-tax revenues. Expenditures reached 64.3 billion rubles, an increase of almost 19%. Approximately 75% of the budget (over 48 billion rubles) is allocated to social and cultural development.
Key industrial projects include the construction of a catalyst factory and the completion of the first stage of commissioning of a new combined-cycle plant at Kazanorgsintez, the creation of a training center, the opening of a machining facility at the Kazan Helicopter Plant, and the construction of a new workshop at Kazancompressormash. The first import-substituting Tu-214 aircraft from the Kazan Aviation Plant also took to the skies.
The registered unemployment rate remains minimal at 0.19%. Nearly 12,000 job vacancies exist in the city.
In 2025, three public spaces were improved as part of the federal project "Creating a Comfortable Urban Environment," and five more were renovated using funds from the republican budget and extra-budgetary sources. In 2026, four public spaces are planned to be improved in the capital of Tatarstan as part of the national project "Infrastructure for Life."
