We received a request via the ESIS GLONASS+112 system from a Naberezhnye Chelny resident, Mr. R., regarding his dogs roaming freely. The complainant reported that his neighbor, who owns six dogs, allows them to roam unsupervised, including on the playground. This situation caused serious concern among the residents of the building.
Given the social significance and urgency of this issue for public safety, we immediately contacted the Main Veterinary Department of the Cabinet of Ministers of the Republic of Tatarstan and the Naberezhnye Chelny Prosecutor's Office to take action.
Following a review of the request, the animal owner was held administratively liable under Part 1 of Article 8.52 of the Code of Administrative Offenses of the Russian Federation. He was also given a preventative discussion regarding animal ownership in accordance with the mandatory requirements of Federal Law No. 498-FZ "On the Responsible Treatment of Animals and Amendments to Certain Legislative Acts of the Russian Federation," as well as the Additional Requirements for Owning Pets, Including Walking Them in the Republic of Tatarstan.
Measures to ensure the safety of residents have been taken, and all six dogs have been registered in accordance with established legal procedures.
