Our Office received a complaint regarding possible fraudulent activity involving maternity capital against citizen E. The complaint alleged that citizen E. was misled when purchasing a home whose price was inflated. Furthermore, realtors, taking advantage of citizen E.'s vulnerable position, took out loans in her name.
Citizen E. had previously filed a criminal complaint with the police, but her application was denied. Following her appeal to the Sovetsky District Prosecutor's Office of Kazan, the police's refusal was overturned and an additional investigation was ordered. However, following this investigation, the applicant was again denied criminal proceedings.
Recognizing the seriousness of the situation, to protect the applicant's rights, we contacted the Prosecutor's Office of the Republic of Tatarstan with a request to investigate citizen E.'s arguments.
Following a review of our arguments, the Sovetsky District Prosecutor's Office found the police decision to refuse to initiate criminal proceedings unlawful and overturned it. The investigation materials have been sent to the investigative units of the Russian Ministry of Internal Affairs for a comprehensive additional investigation.
