The Office of the Commissioner for Human Rights in the Republic of Tatarstan received an appeal from citizen R., who is serving a sentence in the Federal Penitentiary Institution Penal colony No. 19 of the Federal Penitentiary Service of Russia in the Republic of Tatarstan. He complained about the inaction of the employees of the social protection department of the institution. According to the applicant, despite the fact that he has been a disabled person of group II since childhood, measures to arrange for the delivery of his pension to the place of serving his sentence were not taken in a timely manner. As a result, he did not receive payments for February and March 2025.
To protect the rights of citizen R., we contacted the correctional institution with a request to provide information on the procedure for actions taken on this issue.
We were informed that citizen R. did indeed contact the social work group with convicts and the penitentiary probation department on the issue of pension delivery. Subsequently, the administration of the institution sent a request for a pension payment file to the territorial office of the Pension and Social Insurance Fund in the Privolzhsky District of Kazan. Following the review, the disability pension for the period from February 1 to April 30, 2025 was transferred to the institution's account.
We continue to closely monitor that social guarantees are observed in correctional institutions, including for citizens with disabilities.
