Today, a meeting of the Expert Council was held, where we discussed one of the most important topics - compliance with the rights and legitimate interests of orphans and children left without parental care. At the meeting, a draft special report was presented, prepared on the basis of monitoring the activities of institutions for orphans.
As part of the monitoring, we visited 6 institutions for orphans: Verkhne-Otarsky Children's Home, Kazan Boarding School No. 11, Menzelinsky Boarding School, Leninogorsk Children's Home, Almetyevsk Children's Home, and Nurlatsky Children's Home. During the monitoring, living conditions, access to education, medical care, protection of property rights and children's readiness for independent life were studied. We paid special attention to orphans with disabilities.
We also discussed the importance of post-boarding school support. Children, entering adulthood, are often not ready for independent decisions and actions. Effective support helps develop independent living skills, maintain housing, find a job and build a family. There are already 13 support services operating in Tatarstan, but there is no single regulatory act governing the interaction of all services.
It is important to note that issues such as alimony arrears, unauthorized departures from institutions and crimes committed by minor orphans remain relevant and require immediate solutions.
