Meeting of the Committee of the State Council of the Republic of Tatarstan on legality and law and order
Today, the State Council held a meeting of the Committee on Legality and Law and Order, at which deputies supported the draft legislative initiative of the Parliament of the Republic on the amendment of article 24 of the Federal Law «On Military Duty and Military Service» and Article 4 of the Federal Law «On Alternative Civil Service», as well as considered a number of federal and republican bills. Chairman of the committee Shakir Yagudin held a meeting.
In order to preserve the personnel in the organizations of the defense and industrial complex, it is proposed to provide the possibility of postponement of the call-up for military service up to one year and the opportunity to undergo alternative civilian service for newly hired workers, Alexander Chubarov explained in introducing the bill that alternative civil service can now be performed in organizations subordinate to the federal executive authorities, Executive bodies of constituent entities of the Russian Federation as civilian personnel. At the same time, the organizations, which have increased the volume of state defense order, are now ready to hire young specialists, to train them in demanded work specialties, but given that such specialties in the minds of young citizens are still not honorable, It is very difficult to recruit the right number of employees. A solution to the staffing problem could be a decision to send conscripts to alternative civilian service to the PKK".
The draft law proposes to amend paragraph 1 of Article 24 of the Federal Law «On Military Duty and Military Service», providing the right to postpone the call-up for military service of citizens of the Russian Federation who have entered the profession (areas of training, professions) upon completion of educational organizations of higher and secondary vocational education, having the State accreditation in the relevant professions, specialties and directions of training, on a full-time basis in the organization of the military-industrial complex - for a period of up to 12 months. At the same time, the list of organizations of the defense-industrial complex, as well as professions, specialties and directions of training, in which citizens are granted the right to postpone their conscription for military service, and the procedure for its provision will be determined by the Government of the Russian Federation.
Article 2 of the bill also provides for the amendment of article 4, paragraph 1, of the Federal Law «On Alternative Civil Service», according to which the list of organizations in which citizens may perform alternative civil service is expanded. It is suggested that the list should include FOC organizations.
Chairman of the relevant committee Shakir Yagudin, MPs Valery Vlasov and Ildar Shamilov took part in the discussion of the bill, noting the relevance of the initiative of the Tatarstan Parliament and expressed their support for it.
Today, at a meeting of the committee, a bill on the amendment of article 23 of the republican law on the Public Chamber was considered. First Deputy Minister of Justice Ainur Galimov presented the document. It noted, inter alia, that the draft law had been drafted in response to a change in federal legislation with regard to public monitoring of human rights in places of detention. Thus, the federal law provides for the imposition on the Public Chamber of a subject of the Russian Federation of the obligation to reimburse the costs associated with the exercise of the powers of the members of the public supervisory commission formed in a subject of the Russian Federation, as well as to assist in the material-materialTechnical and information support for its activities. The Republic Act is undergoing similar changes.

Deputies also supported the draft law submitted by the acting Deputy Minister of Transport and Road Economy of the Republic of Tatarstan Marat Khisamutdinov on amending article 10 of the republican law on ensuring conditions for the realization of citizens' rights assemblies, rallies, demonstrations, marches and pickets.
The draft law proposes to set the maximum number of vehicles in one organized transport column for the categories «BE» and «CE» in total in the number of 15 units. Previously, this restriction applied only to passenger cars. New categories «BE», «CE», «DE» have been introduced by the federal legislation in the number of categories of vehicles.
