From the very first days, special attention has been paid to the support of soldiers participating in the special military operation and their families, including in the field of education.
The Ministry of Education and Science of the Russian Federation has approved the right of participants in a special military operation and their children to switch from paid education to free education in colleges and universities.
Thus, from September 1, 2023, changes made to the Order of the Ministry of Education and Science of the Russian Federation from 06.06.2013 443 will enter into force «On approval of the Order and cases of transition of persons studying on educational programs of secondary vocational and higher education from paid training to free».
According to the new rules, the possibility of transferring to training at the expense of the federal budget extends to citizens who have taken part in or taking part in a special military operation in the territories of Ukraine, the Donetsk People’s Republic and the Luhansk People’s Republic, Zaporizhia region and the Kherson region in special operations, as well as their children.
It has also been established that participants of the special military operation, who do not have at the time of submission of the application for the transfer of academic debt, disciplinary sanctions, arrears of tuition fees, are transferred to vacant budgetary positions, redistributed in accordance with the Rules for the redistribution of vacancies available in educational organizations and financed from budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation and local budgets, approved by the Decree of the Government of the Russian Federation of 8 August 2023. 1292.
At the same time, a participant of a special military operation who wishes to transfer to a vacant budget place, submits to the educational organization in which he is trained, an application for transition to the name of the head of the educational organization and a document, confirming participation in a special military operation (in the absence of the student’s personal file).
The order will last until 31 August 2024.
