On the acceptance of documents for applications for state awards for outstanding achievements in the field of human rights and charitable activities

On December 10, International Human Rights Day, the nomination period for the State Prize for Outstanding Achievements in Human Rights and the State Prize for Outstanding Achievements in Charitable Work begins.

In accordance with the Requirements for Submitting Nominations for these awards, nominations, accompanied by supporting materials, must be submitted in a free form that allows for the identification of the nominee and the citizen (organization) nominating them, and sent to gospremiya@gov.ru.

The deadline for submitting materials is March 10, 2026.

In accordance with paragraph 4 of the Regulation on State Prizes, approved by the Presidential Decree of September 30, 2015, public associations and organizations, as well as Russian citizens, have the right to nominate candidates.

Requirements for Submitting Nominations for the State Prize for Outstanding Achievements in Human Rights Activities and the State Prize for Outstanding Achievements in Charitable Activities

1. These Requirements have been developed in accordance with the Regulations on the Public Commission under the President of the Russian Federation for Determining Nominees for the State Prize of the Russian Federation for Outstanding Achievements in Human Rights Activities and the State Prize of the Russian Federation for Outstanding Achievements in Charitable Activities (approved by Decree of the President of the Russian Federation No. 384 of July 30, 2016, as amended on November 5, 2025).

2. Citizens of the Russian Federation, public associations, and organizations may submit candidacies for State Prizes by sending free-form materials to the email address: gospremiya@gov.ru.

3. The materials specified in paragraph 2 of these Requirements must contain:

– the applicant's last name, first name, and patronymic (if any);

– an indication of the specific State Prize for which the applicant is being nominated;

– the last name, first name, and patronymic (if any) of the citizen nominating the applicant, or the full name and tax identification number of the organization nominating the applicant;

– a description of the applicant's contribution to the development of human rights or charitable activities that have received wide public recognition in the Russian Federation, including a description of the essence of active and fruitful public activities aimed at protecting human and civil rights and freedoms, strengthening and developing civil society institutions, fostering a culture of charity, philanthropy, volunteerism, and providing gratuitous assistance to those in need (with links to publications in the media, if this activity was covered);

– a brief summary statement outlining the outstanding achievements in human rights or charitable activities for which the State Prize is proposed to be awarded.

4. The materials specified in paragraph 2 of these Requirements must be signed by the citizen nominating the applicant or completed on the letterhead of the organization nominating the applicant and signed by its director. The recommended length of materials is up to 5 pages (Times New Roman font, 14-point font).

5. Materials that do not meet the requirements specified in paragraphs 3-4 of these Requirements will not be accepted for consideration.

6. The withdrawal of previously submitted candidates, as well as the substitution of an applicant, is not permitted.

7. Amendments to these Requirements may be made at the next meeting of the Public Commission by a majority vote of its members.
