Legal education of citizens is one of the key tasks of the Commissioner for Human Rights of the Republic of Tatarstan, aimed at increasing legal literacy among various categories of the population, developing an understanding of their rights and responsibilities, and ways to protect them. This is why we place special emphasis on legal education!

In 2025, extensive and systematic work was carried out in this area:

  • Eight telephone hotlines were established, receiving approximately 400 calls.
  • Together with the Chairperson of the ARSI, Marina Grigorieva, eight Legal Knowledge School sessions were organized for parents of children with disabilities, attended by approximately 300 citizens.
  • Eight Legal Knowledge School sessions were held for students of the "University of the Third Age," attended by approximately 200 people.
  • Eight Legal Aid Days were held jointly with the Union of Pensioners of Russia, during which 150 requests were received.
  • Thirteen Legal Aid Days were held in correctional facilities under the jurisdiction of the Federal Penitentiary Service of Russia in the Republic of Tatarstan. 122 individuals received legal assistance.
  • Two Legal Aid Days were organized for international students at the Kazan State Conservatory named after N.G. Zhiganov and the Kazan State Power Engineering University. This format will continue this year.
  • Four meetings were also held with international students at Kazan Federal University, during which we discussed the Commissioner's activities, the rights and responsibilities of foreign citizens in Russia, and opportunities for protecting their rights if they have been violated. Each meeting was attended by approximately 200 international students.
  • Sixteen citizen consultations were held by specialists from the Bar and Notary Chambers of the Republic of Tatarstan at the Office of the Human Rights Commissioner in the Republic of Tatarstan. As part of the Decade of Disabled Persons, a series of informational materials was prepared – seven videos in which specialists from relevant agencies explained in simple and understandable language the support measures available to people with disabilities.
  • A human rights education video was also prepared, consisting of four clips from former convicts who were undergoing rehabilitation in the rehabilitation units of the Federal Penitentiary Service of Russia in the Republic of Tatarstan.
  • Together with staff from the Administration and community assistants, a Unified Human Rights Lesson was held in educational organizations and institutions across the republic. In 2025, more than 570 events were held, reaching approximately 30,000 people.

Particular attention in 2025 was given to conscripts from the Republic of Tatarstan serving in the military in various regions of the country.

- An updated "Conscript's Handbook" was prepared, containing information on rights, guarantees, and contact information for the Commissioner for Human Rights of the Republic of Tatarstan.

- Staff from the Administration, our public assistants, and I personally visited 21 military units in the Moscow, Saratov, Chelyabinsk, Leningrad, and Samara regions, the Sverdlovsk region (Yekaterinburg), the Khabarovsk, Amur, and Zabaykalsky Krais, the Republic of North Ossetia-Alania, as well as Petrozavodsk and the federal city of Sevastopol, where young men from Tatarstan serve.

In the new year, we will continue our systematic work on legal education for citizens, introducing new formats and making legal information even more accessible and understandable for everyone!
