The Office of the Commissioner for Human Rights of the Republic of Tatarstan held a meeting of the Expert Council dedicated to the topic: "Current Issues and Ways to Improve the System of Free Land Provision for Large Families".
In response to citizen complaints about long wait times for land plots, we monitored municipal authorities' practices in this area.
As part of the monitoring, we visited seven municipal districts of the republic: Almetyevsk, Vysokogorsk, Zelenodolsk, Kukmorsky, Laishevsky, Nizhnekamsky, and Rybno-Slobodskoy.
The results noted a high level of organization of on-site work: municipal employees are providing legal information to large families, identifying available land plots, and providing technical support for plot formation.
At the same time, a number of violations were identified during the visits. Recommendations regarding these violations were sent to the leadership of the Kukmorsky, Nizhnekamsk, Zelenodolsk, and Almetyevsk districts, and three municipalities have already implemented them. Proposals for the Almetyevsk District are currently under review.
Furthermore, proposals have been submitted to the relevant ministries to digitalize certain procedures through the Tatarstan State Services Portal and the Multifunctional Center, which will simplify the process of allocating land to large families.
