Today, the State Council of the Republic of Tatarstan held a meeting of the Committee on Education, Culture, Science and National Issues, where the main attention was paid to the legal regulation of the preservation of cultural heritage sites and historical settlements.
As reported by the Chairman of the Committee for the Protection of Cultural Heritage Sites of the Republic of Tatarstan Ivan Gushchin, almost 6 thousand sites are under state protection in the republic, 70% of which are located in historical settlements. They are subject to special legal protection, including restrictions on the height of construction, preservation of the architectural appearance and regulation of the planning structure. However, it was noted that the status of a historical settlement does not give cities additional benefits and is accompanied by serious restrictions on urban development, economic and other activities, which complicates the development of cities.
Among the main problems, they named the lack of funds for the restoration of sites, high deterioration of buildings, insufficient quality of urban infrastructure, not fully approved boundaries of the territory of monuments, protection zones, lack of tourist products, insufficient resources and experience at the municipal level. The state program "Development of Culture" contributes to the solution of these issues, within the framework of which measures are being implemented to develop security documentation and preserve wooden architecture. There is also an interdepartmental commission on urban development, headed by Rustam Minnikhanov.
The meeting also discussed the work of the Bolgar State Historical and Architectural Museum-Reserve. In 2024, more than 909 thousand people visited Velikiy Bolgar. However, one of the pressing problems for attracting tourists remains the lack of hotels.
In conclusion, the deputies took note of the committee's report for the first half of the year and approved the plan for the third quarter of 2025.
