The organization of summer holidays for children and youth was discussed today at the meeting of the Committee on Social Policy in the State Council. The deputies also considered republican bills on the implementation of the budget of the TFMS and on separate measures to protect the rights and legitimate interests of the child. The meeting was attended by Deputy Chairman of the State Council of the Republic of Tatarstan Yury Kamaltynov.
Every year, before the start of the summer health campaign, the relevant ministries of the republic inform the committee members about the upcoming summer vacation of children. Chairman of the Committee Svetlana Zakharova, opening the session, noted that the deputies keep this issue under constant control. «During the start of the health campaign we watch how the rest of the children will be organized, and in September-October we will hear the report of representatives of the relevant ministries on the results of work to understand what else is necessary to pay attention to the legislators».
Deputy Minister for Youth Affairs Denis Lulakov and Deputy Minister of Education and Science Alsu Asadullina made a presentation on the organization of summer recreation for children and young people.
According to Denis Lulakova, this year it is planned to cover the rest and rehabilitation of 218,975 children based on 1,652 organizations, including 168,233 people. From June 1, it is planned to race almost 54 thousand children.
On the basis of 122 stationary country camps 74,505 children will rest, 13 sanatorium and resort organizations will take 7,700 people, 42 tent camps for 12,529 children, 859 school camps with day stay will work for 56,884 pupils, 613 labor and recreation camps will meet 11 315, 4 camps located on the Black Sea coast for 5,300 people.
Financing of the health campaign from the budget of the Republic of Tatarstan will be 2 billion. 118 million. Rubles, which is 330.24 million rubles more than in 2022. Local budgets plan funds in the amount of 10.61 million rubles.
In the framework of the subprogramme «Organization of recreation for children and youth for 2019-2025» of the state program «Development of youth policy in the Republic of Tatarstan for 2019-2025» will be provided free of charge 43 192 trips in the amount of 641,11 million rubles, including 11,081 vouchers for children in difficult life situation.
Denis Lulakov also noted that this year 6,433 vouchers are provided for children whose parents have been mobilized. It was also decided to receive 500 children (and 40 companions) from Lisichansk in the Luhansk People’s Republic for recreation and rehabilitation.
As noted by the speakers, conditions have also been created in the republic for the organization of recreation for children with special health needs capable of self-service. Every year, 500 children, including children with cerebral palsy and autism (accompanied), children with sensory impairment (hearing and visual impairment) and intellectually impaired, are organized in the camps.
Chairman of the Committee Svetlana Zakharova recommended the representatives of the ministries to pay special attention to the development of inclusive recreation for children.
The deputies also asked about the process of distribution of budget permits, about the situation with regard to training, whether there is a medical cabinet in each camp. All questions were fully answered.
After hearing the information, the deputies adopted a resolution addressed to the relevant ministries of the republic and the government. The Cabinet of Ministers has recommended that consideration be given to increasing the recreation and health coverage of children with disabilities. The relevant ministries should pay particular attention to the issues of personnel selection, prevention of offences against children in health camps, observance of the rules for the transport of children during daylight hours and on water; as well as the quality of the leisure part of children’s recreation programs.
At a meeting of the committee today, the deputies discussed a draft law on the budget execution of the Territorial Fund for Compulsory Health Insurance for 2022. The implementation of the Fund’s budget by revenues for the past year amounted to 64.768.5 million rubles. Expenditures of the Fund’s budget were executed for 64.230.6 million rubles. The budget of the Fund was executed for 64. The funds are used to pay for medical services, provide free medical care, pay doctors and nurses, etc.
Another bill proposes amendments to the Republic Act on separate measures to protect the rights and legitimate interests of the child. The document was drafted with a view to bringing national legislation into line with federal law. In order to protect the life and health of juveniles from nicotine-containing products and the effects of their consumption, it is proposed to supplement the bill with an article prohibiting advertisements using a nicotine-containing device.
The draft laws were supported by the members of the relevant committee and will be recommended for consideration at the meeting of the State Council.
