Appeal decided positively

Various programmes have been established in the Republic of Tatarstan to improve citizens' living conditions. One such programme is social mortgage, which is aimed at improving the housing conditions of vulnerable categories of citizens through mortgages and State financial support.

I received an appeal from a group I disabled citizen A. from Zelenodolsk. And I disagreed with the refusal to put his family on the list to improve housing conditions under the social mortgage program. From the reply of the local government of the Zelenodol district, it appeared that, in connection with the sale of the apartment belonging to the applicant, the authorized body decided on the deliberate deterioration of the applicant’s living conditions, that in accordance with paragraph 19 of the Rules and Procedure for Registration of Housing Conditions in Need of Improvement in the Social Mortgage System in the Republic of Tatarstan, approved by the Decree of the Cabinet of Ministers of the Republic of Tatarstan from 15.04.2005 190, is the basis for accepting citizens for registration as needing accommodation in the system of social mortgage not earlier than five years from the day of commission of the said intentional actions.

During the examination of the application, we found that the applicant’s move to Zelenodolsk and the sale of the dwelling were related to the need for permanent care and the difficult financial situation of his family. Taking into account the complainant’s arguments and the fact that the living quarters in which the author is currently living are not adapted to the needs of a disabled person, I have sent a letter to the Head of the Executive Committee of the Zelenodola District requesting that these arguments be carefully considered and a decision taken.

Our recommendations were heard, and following a review of the applicant’s living circumstances, the local government decided to register the author’s family to improve living conditions under the social mortgage programme.
