A republican meeting of financial, treasury and tax authorities was held in the Government House of the Republic of Tatarstan, during which they discussed the results of the execution of the consolidated budget of the republic for the first quarter of the current year and outlined the tasks of the financial system bodies for 2025.
Rais Tatarstan Rustam Minnikhanov noted that despite the fulfillment of budgetary allocations, it is necessary to maintain the dynamics of revenues and strict implementation of priority and unconditional fulfillment of planned indicators. Particular attention is paid to control over income tax: in the first quarter, a number of enterprises reduced deductions by 7 billion rubles. Also, important areas include reducing tax arrears and efficient use of funds within the framework of national projects, the implementation of which began this year.
In the first quarter, only 10.7% of funds for national projects were spent in the republic. In 2025, Tatarstan will allocate 44.6 billion rubles for their implementation, including 24.7 billion from the federal budget. Additionally, 48 republican programs are being implemented, including new ones - modernization of housing and communal services facilities, major repairs of baby milk feeding stations, construction and major repairs of buildings of the Ministry of Emergency Situations and the Ministry of Internal Affairs.
According to the Ministry of Finance of the Republic of Tatarstan, 161.2 billion rubles were received in the consolidated budget of the republic. Tax and non-tax revenues amounted to 140.1 billion, of which 121 billion went to the republican budget and 19.1 billion to local budgets.
The head of the Federal Tax Service for the Republic of Tatarstan Marat Safiullin noted a 13% increase in tax revenues and highlighted an increase in income tax revenues by 31%, mainly due to oil producing and refining companies.
The head of the Federal Treasury for the Republic of Tatarstan Rustam Nuriakhmetov reported that the revenues transferred to the consolidated budget and the territorial compulsory medical insurance fund amounted to 210.3 billion rubles (109.8% of last year).
In conclusion, Rustam Minnikhanov emphasized that in the current conditions, constant work is required to increase budget revenues and the efficiency of expenditures. He noted that a number of large enterprises have already reduced their profit tax payments, and this negative trend may continue. The key tasks of industry ministries are to constantly monitor the performance of enterprises, analyze their forecasts, and take measures to support them.
