At an extended meeting of the Expert Council under the Commissioner for Human Rights in the Republic of Tatarstan, the head of the Federal Penitentiary Service of Russia for the Republic of Tatarstan, Eduard Danilovich Khialeev, spoke about the measures taken to protect the rights of convicts and improve their conditions of detention.

Currently, 14,570 convicts are held in the Federal Penitentiary Service institutions, of which 209 people have the status of disabled people. In 2024, 3,350 written requests were received from persons in custody, which is 15% less than last year. The main questions concerned transfer to institutions at the place of residence and medical care.

Eduard Danilovich emphasized that much attention is paid to the labor and educational rehabilitation of convicts. In 2024, the level of involvement in work was 97%, and the average salary of convicts increased by 20% and reached 38,500 rubles, which is higher than the average in Russia. 1,571 people have completed training in 29 working specialties.

Together with the Human Rights Commissioner, rehabilitation units have been created for convicts with alcohol and drug addiction. In 2024, 43 people were enrolled in the program.
The practice of holding Legal Aid Days has been continued, including using videoconferencing. The plans for 2025 include providing a set of measures to protect the legal interests of suspects and convicts, as well as further development of rehabilitation programs.
