The interregional conference “Transformation of Forced Detention and the Future of Human Rights in Isolation” began its work in Moscow
The conference is held on the initiative of the Commissioner for Human Rights in Moscow, Tatyana Pityaeva, with the organizational support of the Moscow Chamber of Commerce and Industry. One of the effective mechanisms for implementing the principles of legality and ensuring the rights, freedoms and legitimate interests of citizens in isolation is the institution of the Commissioner for Human Rights, which unites the efforts of the state and civil society. Ombudsmen have gained considerable experience both at the federal and regional levels.
The main objective of the conference is to consolidate the efforts of the Commissioners for Human Rights, as well as other institutions of civil society, to solve urgent problems related to ensuring the rights, freedoms and legitimate interests of suspects, accused and convicted persons. Its participants - Commissioners for Human Rights from more than 25 Russian regions - will consider issues of improving mechanisms for ensuring and protecting the rights of citizens in places of detention, and present the most interesting and effective practices of protecting human rights in isolation.
It is encouraging to note that in Tatarstan there is a tendency to reduce the number of convicts in general and strict regime colonies. Over the year they have become less. At the beginning of 2024 there were 4641 people in colonies, in 2023 - 6069. This is a decrease of 23.5%. Over five years, the reduction is even more significant - by 2966 convicts. I also told about the methods of our work with inmates to improve their legal literacy, with citizens' appeals, and made some proposals to strengthen the state protection of their legal rights. A number of our proposals will be included in the final resolution of the conference. For example, when deducting from the wages of convicts sentenced to forced labor to take into account the presence of alimony and other obligations.
