Speech of the Commissioner at the session of the State Council of the Republic of Tatarstan

Today at the meeting of the State Council she presented a report on her activities in 2023. The report of the Commissioner for Human Rights in the Republic of Tatarstan, according to the requirement of the legislation, is heard by parliamentarians annually.

Last year, the Commissioner for Human Rights in the Republic of Tatarstan received 5,750 appeals from citizens. 60,167 messages were received through the feedback platform of the federal Unified Portal of State and Municipal Services. More than 104,000 notifications from citizens were received in the state information system “Public Control”, 80% of which were resolved.

We received 2,818 appeals and messages, where citizens raised the issues of payment of allowances to servicemen for wounding, lump-sum payments at the conclusion of a contract, asked for assistance in passing a military medical commission after a wounding, providing proper medical care, as well as in the search for servicemen or their exchange for captured citizens of Ukraine, - said the Commissioner. With the assistance of the federal ombudsman eight of our fellow countrymen last year managed to be included in the lists of prisoner exchange and returned to their homeland. Today their number has been replenished with five more residents of our republic.

She dwelled on the topic of ensuring social protection of the rights of persons with disabilities. The appeals in this category concerned the provision of compensation payments to persons caring for disabled citizens, in particular children with disabilities, the provision of technical rehabilitation equipment for the disabled, and the provision of social assistance at home to single elderly citizens. Unfortunately, human rights practice shows that children with disabilities continue to face problems with the organization of education and upbringing in general education organizations.

Concluding her speech, she thanked the deputies for close cooperation in human rights activities and expressed hope that “the conclusions outlined will have an applied nature for the benefit of the residents of the republic.
