Follow-up with the Commissioner
Primary health care, which is one of the basic health services for the population, occupies a special place in the health-care system.
Every citizen has the right to free qualified medical care.
In the framework of personal reception of citizens to me citizen S., in the interests of her mother, with a complaint against the actions of a urologist doctor of one of medical institutions of the Republic of Tatarstan.
Having carefully studied all the circumstances of this complaint, an employee of the Office of the Human Rights Commissioner in the Republic of Tatarstan together with representatives of the Ministry of Health of the Republic of Tatarstan, the territorial body of the Federal Health Surveillance Service in the Republic of Tatarstan has left to this medical institution.
As a result of the inspection, as well as the official investigation of a urologist, the management of the medical institution of the Republic of Tatarstan found violations in terms of non-compliance with the sequence of patients' admission according to the preliminary appointment, as well as the norms of the Federal Law of 21.11.2011 323-FZ «On the basis of health protection of citizens in the Russian Federation» on the inadmissibility of refusal to provide medical assistance. As a result, disciplinary measures were taken against the latter.
