From 1 September 2023, new support measures will be in place for persons with disabilities
The social character of the State is manifested primarily in relation to the most vulnerable, needing support and special care and attention, including persons with disabilities.
From September 1, 2023, new support measures will be applied to persons with disabilities, which are introduced on the basis of the Federal Law of 28.04.2023 137-FZ «On the introduction of amendments to individual legislative acts of the Russian Federation»in accordance with the provisions of which the Federal Law of 24 November 1995 of 181-FZ «On the social protection of persons with disabilities in the Russian Federation» was amended.
Such concepts as «accompanied residence», «accompanied work activity» and «social employment of the disabled» have got their definition, fixed at the legislative level.
Assisted living means a set of measures designed to ensure that persons with disabilities over 18 years of age who are unable to live independently without the assistance of others live in a home environment; as well as to improve the ability of such persons to serve themselves and to meet their basic needs (work and other activities, leisure and communication).
Accompanying accommodation for disabled persons includes, inter alia: social services and social support for disabled persons in accordance with the legislation on social services;
📍services for rehabilitation and habilitation of persons with disabilities, including the development of self-service skills and other household skills;
📍Assistant (Assistant) services providing personal assistance to persons with disabilities in mobility, information, guidance and communication, including education, work and social services;
📍Creation of special conditions for persons with disabilities to receive education in accordance with the legislation on education.
The Act includes the organization of accompanied work for persons with disabilities (work activities of persons with disabilities of working age, including special jobs with the help of others).
Social employment has also been provided for persons with disabilities, who have significantly reduced working capacity. Its purpose is to involve them in society, to improve social adaptation. This activity can be both free and paid.
Disabled person’s need for accompanied living, as well as the procedure for the organization of accompanying work and social employment will be determined by the executive body of the state power of the subject of the Russian Federation in the sphere of social protection and social services of citizens, taking into account the approved criteria.
These innovations will be a big and important step to normalization of life of people with severe developmental disorders!
