The security of suspects (accused) in remand centres of the penal correction system is not least of concern to the Ombudsman.
This is how I was approached by a citizen who, while in pre-trial detention, was subjected to improper acts on the part of fellow detainees, which he feared would be repeated.
The complainant’s appeal could not have left me indifferent to this situation. Due to the existence of circumstances that pose a threat to his personal security, I made a decision to appeal to the Chief of the Department of the Federal Penitentiary Service of Russia in the Republic of Tatarstan with a request to resolve the transfer issue positively.
As a result, a decision was made to transfer the convicted person to a safe place.
It is important to note that the penal enforcement legislation of the Russian Federation provides for the right of convicted persons to personal security. If there is a threat to the personal safety of the convicted person, he or she has the right to apply for personal security.
