A resident of Kazan, citizen A., contacted the Office of the Commissioner for Human Rights of the Republic of Tatarstan regarding her daughter, citizen Ya., who is the spouse of a participant in a special military operation. The woman reported that she continues to be charged parental fees for childcare at a kindergarten, despite being entitled to the benefit stipulated by municipal regulations.
To protect the complainant's rights, we contacted the Education Department of the Kazan City Executive Committee, requesting that they review the situation and take the necessary measures. Based on the documents submitted, the kindergarten issued an order exempting citizen Ya. from paying parental fees for childcare. Additionally, previously assessed amounts have been recalculated, effective November 2025.
We are doing everything possible to ensure that any issues arising from participants in the special military operation and their family members are resolved in a timely manner.
