Work to protect citizens' rights is carried out not only through the review of appeals and personal meetings, but also through legal proceedings.

Ms. E. contacted the Office of the Commissioner for Human Rights of the Republic of Tatarstan with a request to protect her housing rights and participate in the legal proceedings as a third party. The request was prompted by a lawsuit filed by the Executive Committee of the Kazan Municipality seeking to have her right to use residential premises under a social tenancy agreement declared invalid and to be evicted without provision of alternative housing due to inadequate maintenance of the premises and violation of neighbors' rights.

According to the applicant, she is a pensioner, a Group II disabled person, and spends most of her time at her dacha. To protect her rights, the Office of the Commissioner filed a petition with the Moscow District Court of Kazan requesting her participation in the case as a third party.

To ensure an objective and comprehensive review of the case, we conducted a site visit to the applicant's residence with the participation of representatives of the Kazan Municipal Executive Committee and the management company. During the site visit, we determined that the residential premises were properly maintained, there was no trash or odors, the furniture was in good condition, and there were no outstanding utility bills.

Based on the site visit, we compiled a photographic table and prepared a report, which was submitted to the court and taken into account when rendering its decision. As a result, the court dismissed the Kazan Municipal Executive Committee's claim for the eviction of Ms. E. from the residential premises she occupied.
