Meeting of the Expert Council Section for the Protection of the Rights of Persons without a Fixed Abode

Today, the Executive Office held a meeting of the Expert Council section, which we dedicated to the important topic of protecting the rights of homeless people.

This problem remains pressing. According to the Validate sociological agency, approximately 2.13 million people are homeless in Russia - data that clearly reflects the seriousness and depth of the issue. In Kazan, according to estimates from the non-profit organization Center for Social Research "Priyut Cheloveka," the number of homeless people in 2024 was between 2,500 and 2,700, of which approximately 80% were men.

In recent years, we have received numerous reports of homeless people, both directly and through the GLONASS+112 system, and we have been working with relevant agencies on each of them.

We also touched on the topic of "workhouses." Both we and GLONASS+112 frequently report cases of labor exploitation involving undocumented people and those without any legal status. This year, we conducted inspections of such locations, working with the Prosecutor's Office and the Ministry of Internal Affairs, and the results showed that they often lack basic living conditions and pose risks of human rights violations. At the meeting, we once again emphasized the need for transparency, legal regulation, and regular monitoring.

A Special Report was also presented at the meeting, detailing the problem of homeless people and "workhouses."

We will implement the recommendations formulated during the Expert Council section meeting in our daily work and interagency collaboration.
