Rustam Minnikhanov chaired a republican meeting of financial, treasury and tax authorities

Tatarstan's Head Rustam Minnikhanov held a republic-wide meeting with the participation of financial, treasury, and tax authorities. Based on the results of the first nine months of 2025, the republic's consolidated budget received 487 billion rubles, of which 421 billion was its own revenue.

Rustam Minnikhanov emphasized the need to maintain positive revenue trends, ensure the fulfillment of socially significant obligations, and balance the budget, which is projected to have a deficit next year. He instructed that a program be developed to cover this deficit and take into account possible changes in the economic situation.

The Head of the Republic of Tatarstan drew special attention to the upcoming changes to the Tax Code starting in 2026, including an increase in the VAT rate to 22% and the payment of VAT by organizations on the simplified tax system with revenues exceeding 10 million rubles.

Rustam Minnikhanov cited tax arrears, which amounted to 11.2 billion rubles as of October 1 of this year, as an important source of budget revenue.

Consolidated budget expenditures amounted to 443 billion rubles. Federal funds were utilized at 65% of the planned level, with the total funding for national projects amounting to 44.1 billion rubles, of which 29 billion have already been utilized.

The Tatarstan Head noted the tense situation with profit taxes and instructed industry ministries to monitor the current performance of Tatarstan producers and implement support measures. He also called for intensified efforts to reduce the informal labor market and formalize employment relationships.

The draft Tatarstan budget for 2026 has been submitted to the State Council and will be reviewed shortly.
