Today, I participated in the "Tatarstan Without Corruption" television program, where we discussed the operation of the Tatarstan SIS RT "Public Control".
This system is an important tool for protecting the rights and legitimate interests of citizens, as well as a feedback channel between residents of the Republic and government agencies. Thanks to the SIS RT "Public Control", citizen notifications are monitored by responsible officials.
Since 2013, at the suggestion of the President of the Republic of Tatarstan, Rustam Minnikhanov, the Human Rights Commissioner of the Republic of Tatarstan has exercised the powers of the system's chief moderator. We not only monitor the progress of notification reviews but also coordinate interactions between all participants in the process, from citizens to government agencies.
Over the course of its operation, the system has demonstrated high efficiency - 91% of all received requests have been resolved. The largest number of requests to the "Public Control" system are received in the following areas:
✅ "Improvement and Infrastructure"
✅ "Maintenance and Repair of Municipal Roads"
✅ "Housing and Utilities"
✅ "Healthcare"
✅ "Education"
✅ "Municipal Solid Waste"
✅ "Transport" and others.
This year, the SIS RT "Public Control" portal and mobile app interface was updated, introducing new categories - including crime prevention, drug trafficking, extremism, and terrorism. We also regularly hold working and zonal meetings with municipal districts, analyze outstanding requests, and achieve concrete results.
It's important for us not just to document a problem, but to ensure its resolution. Any notification received in the SIS RT "Public Control" remains pending until a solution is found.
