Today, I spoke at a roundtable discussion titled "Regional Probation Experience," taking place in the Chelyabinsk Region. This topic is undoubtedly important, as thousands of people are released from prison every year, and not all manage to return to normal life. Unfortunately, a significant portion of them end up back in the dock.
In Tatarstan, we pay significant attention to the resocialization and adaptation of individuals released from prison. This is a key area in preventing repeat offenses. Our work is based on the Concept for the Development of the Penitentiary System of the Russian Federation and the Federal Law "On Probation."
In my speech, I noted that the probation system is currently actively developing in the Republic of Tatarstan. The Federal Penitentiary Service of the Republic of Tatarstan is building partnerships with various agencies and public organizations, and 275 agreements have already been concluded. Through collaboration with the Ministry of Labor, Employment, and Social Protection of the Republic of Tatarstan, conditions are being created for the employment and social adaptation of those released.
Since 2019, Tatarstan has been implementing a unique project: rehabilitation units for convicts suffering from addiction to narcotics and psychotropic substances.
Tatarstan's experience confirms that consistent work in the probation sector helps reduce recidivism and create a safer, more humane society.
