We got acquainted with the activities of "workhouses" in the city of Kazan

Due to the systematic receipt of messages via the ESIS GLONASS+112 system about possible violations of the rights of people in difficult life situations and located in "workhouses", it was decided to familiarize ourselves with the activities of such facilities. Today, together with representatives of the Tatarstan Republic Prosecutor's Office and the police department, we visited two apartments in Kazan where "workhouses" are organized.

The purpose of the visit was to obtain an objective idea of how the activities of "workhouses" are organized, in what conditions people in difficult life situations live, and what support measures are actually provided to them.

There were no complaints from residents, but during the inspection, individual violations were recorded. It turned out that most often, ordinary apartments are rented for "workhouses", in which 10 to 20 people live at the same time, as a result of which signs of unsanitary conditions were recorded in the premises. In addition, other problems were identified during the visit, such as the lack of official registration of "workhouses" as legal entities, as well as the lack of employment contracts with residents.

Unfortunately, today there is no legal framework governing the activities of the so-called "workhouses", which leads to the violations identified. We will continue to work together with representatives of the Prosecutor's Office of the Republic of Tatarstan and the police department to study the activities of such facilities. In the future, the results of the visit are expected to be discussed at a meeting of the Expert Council under the Commissioner with the aim of developing and introducing specific proposals into the legislation of the Republic of Tatarstan and the Russian Federation.
