The media and Internet resources are spreading information that in order to obtain a certificate of basic general education and a certificate of secondary general education, it is not necessary to pass the state final certification (SFC).
The Ministry of Education and Science of the Republic of Tatarstan (hereinafter referred to as the Ministry) informs you of the following.
In the Russian Federation, school education is compulsory. Everyone must master the general education program. A certificate confirms mastering the program.
In the 2024/2025 academic year, in order to obtain a certificate (both at the level of basic general and at the level of secondary general education), it is mandatory to:
- successfully pass the midterm certification (after mastering the school program);
- get a credit: at the final interview - for 9th grades, at the final essay (presentation) - for 11th grades;
- pass the state final certification: OGE - for 9th grades, USE - for 11th grades.
Each of the specified stages is mandatory and cannot be excluded, including due to unwillingness to submit an application (required before the final interview and OGE (9th grade) and before the final essay and USE (11th grade)), refusal to process personal data or other reasons.
The legislation does not provide for other options for obtaining a certificate, for example, passing "traditional, Soviet school exams".
Unfortunately, some parents continue to listen to bloggers who spread false information, incorrectly interpret the norms of the law, demonize the school, and mislead about the state final certification system. Following this approach entails a violation of children's rights to receive a full-fledged school education. In 2024, despite repeated warnings, 10 students were left without a school certificate, which limited their further educational trajectory: admission to the 10th grade or admission to college / technical school. According to the current legislation, it is the parents of 9th and 11th grade graduates who are personally responsible for ensuring that their children receive a school education.
Those who have not applied to participate in the final interview and state final certification still have the opportunity to do so until March 28, 2025 (9th grade) and March 25, 2025 (11th grade).
