Joint field meeting of the Social Policy Committee of the State Council of the RT and the Expert Council under the Social Policy Committee of the State Council of the RT
Today an employee of the Office of the Commissioner for Human Rights in the Republic of Tatarstan took part in a joint field meeting of the State Council of the RT Committee on Social Policy and the Expert Council under the State Council of the RT Committee on Social Policy. At the meeting they discussed the issues of organization of ensuring accessibility and quality of medical care in outpatient and polyclinic institutions, got acquainted with the progress of implementation of the resolution of the Presidium of the State Council on the results of monitoring of the republican law on quota and reservation of jobs for employment of disabled people. Thus, in 2023, 6,530 persons with disabilities were to be employed, and by the end of the year, 6,912 persons were employed (105.85%). For 2024, a roadmap for the employment of 5,518 disabled people in the republic has been developed and approved; as of April 1, 2024, 1,509 disabled people have been employed.
The meeting also considered a draft law on amending the republican law on quota and reservation of jobs for the disabled and citizens in special need of social protection. As the First Deputy Minister of Labor, Employment and Social Protection of the Republic of Tatarstan noted, the bill specifies the list of categories of citizens in special need of social protection, who are not able to compete on equal terms in the labor market, and in this regard, experiencing difficulties in finding a job. The Federal Law introduces a new concept of “reservation of certain types of work (professions)”. In this regard, the bill proposes to change the name of the law.
Also within the framework of the meeting the deputies approved the report on the results of the Committee's activities in the first half of 2024. In the reporting period, 6 meetings of the committee were held, at which 26 issues were considered. There were visits to the field obstetric station in the village of Naberezhnye Morkvashi, Verkhneuslonsky district, as well as the Central District Hospital. The chief doctor of the Verkhneuslonsky Central Regional Hospital familiarized the members of the profile committee and the invitees with the work of the hospital, the reception-diagnostic room, ultrasound and psychological care rooms were inspected, discussions with patients were held. The deputies were interested in the organization of dispensary examination of the adult population, implementation of the program “Zemsky Doctor”, recruitment of personnel, salaries of doctors, the nature of complaints received from the population.
