Visits together with a representative of the Ministry of Internal Affairs of the Republic of Tatarstan
On a quarterly basis, an employee of my Office together with a representative of the Ministry of Internal Affairs of the Republic of Tatarstan inspects the conditions of detention of persons in places of forced confinement of territorial bodies of the Ministry of Internal Affairs of Russia in the Republic of Tatarstan.
This time the departments of the Ministry of Internal Affairs of Russia in Bavlinsky, Yutazinsky, Bugulminsky, Almetyevsky and Leninogorsky districts were visited.
In order to protect the rights of citizens detained in special institutions of the departments of the Ministry of Internal Affairs of Russia in the Republic of Tatarstan, not only the cells where the main time of detention takes place, but also investigation rooms, showers, exercise yards, visiting rooms, and even places of storage of belongings were inspected. Also during the inspection, contracts for the organization of three hot meals a day, laundry and other services were provided for examination. Of course, while visiting the districts and branches, the staff held discussions with citizens, because it is necessary not only to inspect and study the conditions, but also to get opinions from the citizens themselves. The encouraging news was that there were no complaints about the conditions of detention. At the same time, there were also no reports of violation of the rights of detainees.
It is important to be present and on the spot and to form an objective assessment, to see with your own eyes, to talk to those who are there on a daily basis. The inspection in this quarter is over, the staff are coming back with positive news.
