As part of the personal reception of citizens to my address citizen A., asked for assistance in obtaining a certificate of birth of the child.
It transpired from the complainant’s explanations that she was born in the Republic of Kyrgyzstan and has lived in the Republic of Tatarstan since 1998. The complainant is a mother with many children, and the birth certificate was not issued by the medical organization at the time of the birth of the youngest child, owing to the lack of an identity document.
Due to the circumstances of her life, the Russian Federation’s citizenship was not duly granted to her. At present, the documents for obtaining citizenship are at the Migration Service. In February of this year, the complainant was issued with an identification certificate.
In order to obtain a birth certificate, the complainant repeatedly contacted the district hospital. However, the applicant was refused a certificate.
In the absence of a birth certificate, the complainant was unable to issue a birth certificate for his daughter. The absence of a birth certificate for the child, in turn, prevents the full exercise of the rights of the daughter provided for in the Constitution of the Russian Federation.
I sent a letter to the head doctor of the medical organization. Our letter was approved and the birth certificate was issued to the applicant. The complainant is in the process of completing the necessary documentation for her daughter.
