Participation of the representative of the Commissioner in the training seminar on "Ensuring human rights in the implementation of public control by members of the Public Observation Commission of Russia"

On 05-06 March 2018 in Nizhny Novgorod, a two-day training seminar on "Ensuring human rights in the implementation of public control by members of the Public Observation Commission of Russia" was held, in which the representative of the Human Rights Commissioner in the Republic of Tatarstan, D. I. Bogdanov took part.

The seminar was held within the framework of the joint project of the Ombudsman for Human Rights in the Russian Federation and the Directorate for Human Rights of the Council of Europe "Russian Public Observation Commission: a new generation", experts of this project A. Listkov, A.B. Bulanov. and Zhukova L.N.

The seminar was attended by members of the Public Observation Commissions of the Nizhny Novgorod and Ulyanovsk Regions, the Republic of Tatarstan and the Republic of Mari El. Commissioner for Human Rights in the Ulyanovsk Region Lyudmila Krutilina, employees of the Commissioner’s Office for Human Rights, Assistant to the Head of the Office for the Protection of Human Rights in the bodies of the Criminal Executive System, Alexei Muraviev, and the Head of the Convoyment Department of the Main Department of the Interior Affairs of the Russian Federation for the Nizhny Novgorod Region, VadimVerakhin.

The aim of the seminar was to raise the level of knowledge in the field of human rights protection in places of forced detention, discuss the role of the Public Observation Commission, and in-depth study of certain aspects of the activities of public observers.

At the seminar, the principles and methodology of monitoring, the application of disciplinary measures, the use of special means and physical force, the characteristics of solitary confinement, the reports of the Public Observation Commission were thoroughly examined. Lectures gave way to lively discussion, work in groups.
