Azat Khusainov, Lead Consultant for the Department for Restoring Citizens' Rights at the Office of the Commissioner for Human Rights in the Republic of Tatarstan, and Gulia Balafendieva, Public Assistant for the City of Kazan, visited Pre-Trial Detention Facility No. 2 of the Federal Penitentiary Service of Russia in the Republic of Tatarstan and Pre-Trial Detention Facility No. 1 of the Federal Penitentiary Service of Russia in the Republic of Tatarstan.
During the visit, the conditions of detention for pre-trial detainees were inspected and interviews were held with individuals held in the facilities. The inspection concluded that the conditions in the pre-trial detention facilities comply with Russian legislation.
We received no complaints from the individuals in custody. However, one of the pre-trial detainees indicated the need for an additional medical examination. This matter is being addressed.
At Pre-Trial Detention Facility No. 1 of the Federal Penitentiary Service of Russia in the Republic of Tatarstan, we also visited the cells housing women. They were interviewed to determine whether they had any issues requiring assistance outside of detention, including those related to children or other family members. Furthermore, one of the detainees noted the lengthy investigation period for the criminal case. This issue will be examined in due course.
