The Office of the Human Rights Commissioner of the Republic of Tatarstan received a complaint from a Kazan resident, Ms. R., regarding the dismantling of a children's playground located at 42 Ozernaya Street in the Malye Klyki residential area of ​​the Sovetsky District.

The complainant stated that the playground is located in close proximity to her residential building, lacks a safe surface, and does not meet safety requirements. Furthermore, it was established that no permit for the use of the land plot for the playground had been issued.

In order to protect the rights and legitimate interests of citizens, we submitted an appeal to the Tatarstan Prosecutor's Office. Following an inspection, it was determined that the identified violations did indeed occur. The Sovetsky District Prosecutor's Office submitted a submission to the Chairman of the Klyki territorial public self-government to rectify the violations of land legislation, as well as the fact that the playground is in unsatisfactory condition and does not meet safety requirements.

Due to its poor technical condition, the playground is currently fenced off and closed to the public. A new plot of undivided state property has been identified for the relocation and development of a modern and safe play area.
