The Pension and Social Insurance Fund of the Russian Federation pays an allowance to a working parent to care for a child up to 1.5 years of age
In many families, after the birth of a child, one of the working parents is on maternity leave. In this connection, the Pension and Social Insurance Fund of the Russian Federation pays the working parent a childcare allowance for children up to 1.5 years of age.
There are circumstances that force a parent to leave childcare leave earlier to work full-time. And before the amendments to Article 13 of the Federal Law “On State Benefits to Citizens with Children” of 19.05.1995 № 81-FZ Federal Law of 19.12. 2023 No. 620-FZ “On Amendments to Article 13 of the Federal Law ‘On State Benefits to Citizens with Children’ and Article 11 of the Federal Law ‘On Compulsory Social Insurance in the Event of Temporary Inability to Work and in Connection with Maternity’, which came into force on 01.01.2024, the parent was deprived of the right to receive childcare allowance for children up to 1.5 years of age. The allowance was retained only in case of part-time work, work at home, as well as in case of continuing education.
Now a parent retains the right to receive a monthly childcare allowance until the child reaches the age of 1.5 years if he or she decides to take a full-time job. In accordance with part 2 of article 13 of Federal Law No. 81-FZ, if a parent who is on child care leave leaves child care leave to work before the child reaches the age of one and a half years or during this leave works for another employer (including under the specified conditions), as well as in the case of continuing education, he or she will retain the right to a monthly child care allowance.
To summarize, if a parent has interrupted the leave to care for a child up to 1.5 years old with the right to retain the benefit, has started work and receives a salary, he is entitled to payment of temporary disability allowance and the payment of monthly child care allowance for the same period.
Please note that the monthly child care allowance until the child reaches the age of 1.5 years is paid in the amount of 40% of the average earnings of the parent, and is paid only to one parent.
