Today, the Ministry of Justice held a visiting meeting of the Committee on Law and Order, where the deputies discussed the issues of conducting an anti-corruption examination of normative legal acts and their projects in the executive authorities of the republic and local self-government bodies. In addition, members of the profile committee supported the draft law «On the budget of the Republic of Tatarstan for 2024 and for the planned period 2025 and 2026». The meeting was attended by Minister of Justice Rustem Zagidullin, Commissioner for Human Rights in Tatarstan Saria Saburskaya, First Deputy Minister of Economy Oleg Pelevin and Deputy Minister of Finance Alla Anfimova. Having considered the information provided by the Minister of Justice of Tatarstan Rustem Zagidullin on the control question of the committee «On the conduct of anti-corruption expertise of normative legal acts, their projects in the republican executive authorities and local self-government bodies»MPs recommended that the Ministry pay special attention to the most corrupt areas of the economy and social sphere when conducting anti-corruption expertise.
According to the Minister, for 9 months of 2023 legal
2,445 draft normative legal acts, 2,200 of which are draft decisions of the Cabinet of Ministers. In 9 projects, 10 corruption factors were identified.
Rustem Zagidullin noted that in order to enhance the activities of independent experts, a national competition of experts is held to conduct an independent anti-corruption expertise of normative legal acts and draft normative legal acts. Since 2017, more than 100 opinions are submitted annually to the competition. The experience of the Republic of Tatarstan was highly appreciated by the Ministry of Justice of Russia
and recommended to all regions of the Russian Federation for implementation.
The bodies of local self-government carried out an anti-corruption examination of 19,189 draft municipal normative legal acts (draft acts of urban districts - 564, municipal districts - 3,778, urban and rural settlements - 14,847). 31 projects identified 31 corruption factors.
Also, the examination of 10,549 municipal normative legal acts was conducted, 2 corruption factors were identified in 2 acts of city districts.
As a result of the discussion, the committee will send a number of recommendations to the Ministry of Justice, national executive authorities and local self-government bodies.
As part of the consideration of the draft law «On the budget of the Republic of Tatarstan for 2024 and the planned period of 2025 and 2026», the deputies heard reports of the First Deputy Minister of Economy Oleg Pelevin and Deputy Finance Minister Alla Anfimova.
Presenting the socio-economic development forecast for 2024 and the planned period 2025 and 2026, Oleg Pelevin noted that, despite the negative impact of external restrictive measures, The operational headquarters for the sustainable development of the Republic’s economy managed to stabilize the work of enterprises, credit and financial organizations, small and medium-sized businesses, and to save jobs.
The gross regional product in 2023 amounted to 3.9 trillion rubles. It is expected to grow by 102.2% in 2024. Industrial production is expected to grow by 102%, agricultural production by 110.7%, retail sales by 102.6%, and fixed investment by 103.2%. The aim is to increase the number of small and medium-sized businesses to 175,000, with about 600,000 people employed in the sector.
Deputy Finance Minister Alla Anfimova presented the main parameters of the Republic budget for 2024 and the planning period for 2025 and 2026. According to her, the main sources of revenue of the budget are income tax (in 2024 is expected to be 112.8 bln. rubles), personal income tax (130.5 bln. rubles), excise duties (43 bln. rubles), property tax (391 bln. rubles)as well as donations from the federal budget (51.7 billion. rubles) and others. Chairman of the Committee Shakir Yagudin, Deputy Chairman of the Committee Alexander Chubarov, deputies Igor Bikeyev, Valery Vlasov, Ildar Shamilov took part in the discussion of the draft law, drawing attention to the issues of the content of the warning systems for the protection of the population, Expenditure on mobilization and implementation of pre-war measures, financing of anti-terrorism measures in schools.
The Committee adopted an opinion on the draft law under consideration.
The meeting also considered the draft plan of legislative work of the State Council for 2024.
