Presentation of the report on the activities of the Commissioner for Human Rights in the Russian Federation for 2022 in the Council of the Federation

Tatyana Moskalkova today presented a report on the activities of the Commissioner for 2022 in the Federation Council, where I was also present today.

With the participation of senators, a number of important laws on social support for citizens have been adopted. As a result, there has been a reduction in the number of applications for housing, labour rights, health care and medical care. In her presentation, she drew the attention of the HOF to issues such as the absence of legal controls by the State over private providers of social services in a residential form; and the frequent refusal to institute criminal proceedings. I support proposals to limit the use of detention in certain categories of non-violent criminal cases.

Tatyana Nikolayevna noted that unfortunately, there are still a lot of complaints about shortcomings in the provision of quality medical care to convicts and prisoners, inadequate conditions of detention, Long-term consideration of applications for the transfer of convicted persons to serve their sentence closer to their place of residence.

We will work together on these and other issues - all our great community of human rights commissioners in the constituent entities of the Russian Federation - because the development of Russia as a sovereign State based on the rule of law is our common task.
