Inspection of the Russian Ministry of Internal Affairs departments in the Baltasinsky and Vysokogorsk regions
The staff of the Ministry of Internal Affairs for the Republic of Tatarstan and the Commissioner for Human Rights in the Republic of Tatarstan conducted a joint audit of the Russian Ministry of Internal Affairs departments for the Baltasinsky and High Mountain regions.
The purpose of the inspections is to study the conditions of detention in temporary detention facilities and detention facilities for detainees of internal affairs agencies, and to observe their rights and legitimate interests in these institutions.
It should be noted that activities in temporary detention facilities are organized in accordance with the Federal Law of 15 July 1995 103-FZ «On the detention of suspects and accused persons in the commission of crimes», by order of the Ministry of Internal Affairs of the Russian Federation of 22 September 2005.950 «On approval of the Rules of Internal Regulations of Temporary Detention Isolators of Suspects and Accused Bodies of Internal Affairs» and accordingly the Federal Law of 26.04.2013 67-FZ «On the Procedure of Serving Administrative Detention», the Order of the Ministry of Internal Affairs of Russia from 10.02.2014 83 «On approval of the Rules of Internal Regulations in places of administrative detention».
The buildings where temporary detention facilities are located have information stands, where the necessary information about the Commissioner for Human Rights in the Republic of Tatarstan and human rights organizations, as well as about the rights and obligations of persons Persons held in special police facilities.
In the special institutions visited, there is a system of food for special groups, including groups of pregnant women and nursing mothers, minors, sick persons and persons with disabilities of groups I and II)Laundry and sanitation of detention facilities and cells.
The inspection is one of the joint planned activities of the Human Rights Commissioner in the Republic of Tatarstan and the Ministry of Internal Affairs of the Republic of Tatarstan to monitor the observance of the rights of persons held in special institutions of departments of the Ministry of Internal Affairs of Russia in municipal districts of the Republic of Tatarstan. Joint audits will continue this year.
