Meeting of the Committee of the State Council of the Republic of Tatarstan on legality and law and order
Today, a meeting of the Committee on Legality and Law and Order was held, at which the deputies considered the monitoring issue on the implementation of the legislation on road safety in Tatarstan, as well as supported the candidates of magistrates.
The head of the traffic police department of the Ministry of Internal Affairs of the Republic of Tatarstan, Rustem Garipov, made a presentation on the monitoring question "On the implementation of legislation on road traffic safety in Tatarstan", noting that the preservation of citizens' lives is the most important task of traffic police.
Rustem Garipov noted that 911 traffic accidents have been recorded in the country in four months of this year, in which 65 people were killed and 1,130 injured. Compared to the same period last year, the number of accidents increased by 53 and the number of injured by 54. Outside the population in the four months of 2023, there were 197 accidents, in which 39 people died, 273 were injured.
The Rapporteur attributed the highest number of fatalities to a collision (48.1 per cent of all accidents) and a pedestrian collision (28.5 per cent). All of them are connected with the exit to the lane intended for oncoming traffic.
According to the head of the traffic police department, 6,980 violations of the rules of overtaking were prevented by inspection officers for 4 months, and 6,980 administrative materials were compiled for violation of the rules of overtaking. For the prevention of accidents in the republic are used complexes of automatic photo and video recording of traffic violations.
Systematic work is under way to reduce traffic violations by drunk drivers. Since the beginning of 2023, 33 such cases have been recorded, in which 3 people were killed and 44 injured. 4,432 cases of drunk driving have been eliminated.
Chairman of the Law and Order Committee Shakir Yagudin, MPs Mansur Garifullin, Alsu Tarkhanova, Head of the Expert Council of the Committee Valentin Paimukhin, who asked about the effectiveness of measures to combat offences on the roads of the republic. Alexander Chubarov, Deputy Chairman of the Committee and Head of the Working Group, presented the results of the audit of the implementation of road safety legislation in Tatarstan.
The meeting also considered a draft resolution of the State Council of the Republic of Tatarstan"On the state of road accidents and additional measures to reduce the number of road accidents and their consequences in Tatarstan" and a draft resolution of the Cabinet of Ministers «On making changes to the state program «Protection of the population and territories from emergencies, fire safety and safety of people on water bodies in Tatarstanfor 2014-2027». They were presented by Deputy Minister for Civil Defence and Emergency Situations of the Republic of TatarstanNikolai Surzhko, Head of the Traffic Department of the Ministry of Internal Affairs Rustem Garipov and Head of the Road Directorate of the Ministry of Transport and Road Management Oleg Kazennov.
