The Housing Code of the Russian Federation has been amended to improve the procedure for major repairs of common property in an apartment building.
At present, the regional major maintenance programmes are a list of multi-family buildings with dates for completion of work/services, without regard to the technical condition of such houses.
Thanks to the changes, the owners of the premises in the apartment building on the basis of the decision of the general meeting and the subject of the Russian Federation itself will be able to initiate a survey of the technical condition of the apartment building.
In turn, the results of the survey of the technical condition of the multi-family building included in the regional capital programme will serve as a basis for changes to the programme, including with regard to the timing of major repairs.
The administrative procedure for the technical survey will be established by the subject of the Russian Federation.
These changes will establish the relationship between the time frame for the completion of the major repairs and the actual technical condition of the apartment building.
The changes will take effect from 1 September 2024.
