Legislative clarification

It is not uncommon for me to receive appeals concerning the protection of the rights of servicemen. Recently, members of their families who have received or are preparing to receive the «Veteran of Combat Operations» certificate have asked me to indicate what benefits and support they can claim.

 

Given the numerous requests and the relevance of this issue, I explain. ❗ Persons who have received the certificate «Veteran of Combat Operations» on the basis of subparagraphs 2.2 - 2.4 of paragraph 1 of Article 3 of the Federal Law «On Veterans» have the right to receive the following measures of social support, stipulated by paragraph 1 of Article 16 of the Federal Law:

 

📍benefits on pension provision;

📍Provision of housing at the expense of the federal budget in the prescribed manner;

📍50 per cent compensation for selected accommodation costs;

📍 Priority installation of the apartment phone;

📍 priority in the acquisition of garden plots or garden plots;

📍 retain the right to receive medical assistance in medical organizations to which veterans of combat operations were attached during the period of work until retirement;

📍provision of prostheses (except dentures) and prosthetic-orthopaedic products in the manner established by federal legislation;

📍use of annual leave at a convenient time and provision of leave without pay for up to 35 calendar days per year;

📍 preferential use of all types of services of communication organizations, cultural organizations and physical culture and sports organizations, extraordinary purchase of tickets for all modes of transport;

📍 vocational training and additional vocational education at the expense of the employer.

 

Tax legislation provides for exemptions for the payment of certain taxes, fees and other charges.

 

Veterans of combat operations are appointed by the territorial body of the Pension and Social Insurance Fund of the Russian Federation monthly cash payment (Article 23.1, paragraph 2, of the Federal Law).

 

Veterans of military operations who are administrative plaintiffs and administrative respondents are exempt from reimbursement of costs associated with the consideration of an administrative case (article 107, paragraph 3, of the Code of Administrative Procedure of the Russian Federation).
