Meeting of the Chairman of the state Council of the Republic of Tatarstan Farid Mukhametshin with public assistants to the Commissioner for human rights in the Republic of Tatarstan, representatives of public human rights organizations, scientists and experts working on the implementation of human rights and freedoms

On the eve of the International Human Rights Day, which is celebrated annually around the world on December 10, took held a meeting of the Chairman of the state Council of the Republic of Tatarstan Farid Mukhametshin with public assistants to the Commissioner for human rights in the Republic of Tatarstan, representatives of public human rights organizations, scientists and experts working on issues of human rights and freedoms.

In the welcoming speech, Farid Mukhametshin noted that the protection of human rights at all times is a priority of all fundamental documents.

According to the head of the Tatarstan Parliament, the Republic has accumulated unique experience and established channels of interaction between public institutions and authorities in making strategically important decisions for the development of the economy and society as a whole. The adoption of the Constitution of the Republic of Tatarstan 25 years ago laid a solid democratic Foundation and established norms for the protection of human and civil rights.

"The institution of the Commissioner for human rights in the Republic plays an important role, making a significant contribution to human rights activities," – said Farid Mukhametshin, and added that Sariya Saburskaya oversees the State information system "public control", which is an important element in the protection of human rights in the conditions of informatization.

The Chairman of the state Council of the Republic of Tatarstan also reminded that the Strategy on human rights in Tatarstan for 2014-2018 was adopted in the Republic, the implementation of which was later reported by the Minister of justice of the Republic of Tatarstan Rustem Zagidullin. "This strategic document was developed for the first time in the Russian Federation, based on the best practices of a number of European countries," Farid Mukhametshin said.

The Commissioner for human rights in the Republic of Sariya Saburskaya also addressed the participants. She noted that the public assistants in each municipality are working hard with the population: weekly reception of the population, including together with the heads of various structures (from January to October 2017 to the public assistants of the Commissioner received more than a thousand appeals), participation in the various commissions in municipalities, conduction educational work. Later Tamara Troshina shared her experience of work of public assistant to the Commissioner for human rights in the Republic of Tatarstan in Nizhnekamsk municipal district.

According to Sariya Saburskaya, deputies of the State Council also take an active part in the work on consideration of citizen’s appeals. This year, the Office of the Commissioner for human rights in the Republic of Tatarstan together with the Association of women deputies "Мәрхәмәт-Mercy" organized two telephone’s "hot" lines on the enrollment of children in the first class and the organization of summer holidays. From the population received a large number of appeals.

Sariya Saburskaya stressed that in modern Russia the issues related to the participation of human rights institutions, which are not authorities, in the activities to ensure and protect the rights and freedoms of man and citizen, are becoming increasingly important. The Commissioner for human rights in the Republic of Tatarstan is a permanent partner of the national NGOs. Thus, since 2011, together with the regional Department of the All-Russia public organization "Union of pensioners of Russia" in the Republic of Tatarstan organized classes of School of legal knowledge, as well as Days of legal assistance in the city Kazan with the support of the Law and Notary chambers of the Republic of Tatarstan. Days of legal assistance in the colonies, as well as checking the conditions of detention in the temporary detention centers of the interior Ministry, detention centers and colonies are carried out in cooperation with the Public monitoring Commission of the Republic of Tatarstan and the Autonomous non-profit organization "Center for social rehabilitation and adaptation".The whole range of migration relations: labor migrants, refugees, persons engaged in begging, expel of foreign citizens and persons without citizenship enrolled through active cooperation with the "Center for legal assistance to migrants and other socially vulnerable segments of the population of the Republic of Tatarstan "Legal clinic" and the Autonomous non-commercial charity organization "the New age". A novelty of 2017 was the holding of thematic Days of legal assistance on housing and communal issues in conjunction with the non-profit partnership "Regional Center for public control in the field of housing and communal services", self-regulatory organization "Regional non-profit partnership "Community of organizations of managers of apartment buildings of the Republic of Tatarstan" and the State housing Inspectorate of the Republic of Tatarstan.

The meeting also heard reports of the heads of non-profit human rights organizations, who shared their experience in the implementation of measures for the protection of human rights and talked about the problems that require, in their opinion, solutions as a priority. For example, the General Director of the Autonomous charitable non-profit organization "New century" Liliya Taisheva made a report on the observance of the rights of migrants in the Republic of Tatarstan, the General Director of the NGO "Center for social rehabilitation and adaptation" Azat Gaynutdinov told about the experience of resocialization of former prisoners, the topic of public control in the housing sector was covered by the Executive Director of the non-profit partnership "Regional Center of public control in the sphere of housing and communal services of the Republic of Tatarstan" Dmitry Romanov.

The activities of the Scientific and educational center for human rights, international law and integration problems were presented to the participants by Rustem Davletgildeev, Director of the Scientific and educational center for human rights, international law and integration problems of Kazan (Volga) Federal University, head of the human rights group "Accent" Bulat Mukhamedzhanov presented a report on the results of its organization in 2017.

Following the meeting, the Chairman of the state Council of the Republic of Tatarstan noted the relevance and social importance of the topics and issues raised. At the moment, the materials of the meeting are summarized for the formation of proposals to the Chairman of the state Council of the Republic of Tatarstan for further joint work.
