The Department of restoration of the rights of citizens

The main functions of the department:

• development and participation in the implementation of the plan of main activities of the Office of the Commissioner for Human Rights in the Republic of Tatarstan for the current period in general and in part related to the activities of the department;

• conducting legal expertise of legal acts and draft legal acts affecting the rights and freedoms of man and citizen;

• consideration of documents received by the department, appeals, complaints of citizens, preparation of draft documents for consideration by the Commissioner for Human Rights in the Republic of Tatarstan;

• implementation of the reception of citizens of the Russian Federation, foreign citizens and stateless persons;

• exercising control over the timely and high-quality consideration of complaints from citizens of the Republic of Tatarstan, foreign citizens and stateless persons against decisions or actions (inaction) of state bodies, local governments, state and municipal employees, heads and officials of institutions, organizations and enterprises;

• based on the results of verification activities and consideration of complaints, proposals to the Commissioner for Human Rights in the Republic of Tatarstan on supplementing (changing) legislation;

• preparation of conclusions to state bodies, local governments or officials with recommendations on possible and necessary measures to restore violated rights and freedoms; requests to the Constitutional Court of the Republic of Tatarstan, to the prosecutor's office with a request to check in the established manner a court decision that has entered into legal force, to the competent state bodies with a request to initiate disciplinary or administrative proceedings or a criminal case against an official, in decisions or actions ( inaction) of which violations of the rights and freedoms of man and citizen are seen;

• carrying out, on behalf of the Commissioner for Human Rights in the Republic of Tatarstan, independently or jointly with the competent state bodies, officials, state

• on behalf of the Commissioner for Human Rights in the Republic of Tatarstan, independently or jointly with the competent state bodies, officials, state or municipal employees, audits of the activities of state bodies, local governments, institutions, organizations and enterprises, regardless of their organizational and legal forms and forms of ownership to ensure the rights and freedoms of man and citizen;

• ensuring the interaction of the Commissioner for Human Rights in the Republic of Tatarstan with the offices of the President of the Republic of Tatarstan, committees of the State Council of the Republic of Tatarstan, the Cabinet of Ministers of the Republic of Tatarstan, local authorities, public organizations, as well as with other state bodies and organizations;

• preparation of proposals for holding parliamentary hearings

• on issues of restoring the rights of citizens;

• preparation of materials for the preparation of the annual and special reports of the Commissioner for Human Rights in the Republic of Tatarstan;

• implementation in the prescribed manner of other functions assigned to the department.
