He said that the Ministry of construction would develop methodological recommendations for municipalities to regulate tariffs for housing services. Utility tariffs are constrained by Federal legislation; housing payments are set at the municipal level. As a result, the annual growth of utility payments exceeds the stated limit of 4 percent.

"We will give some methodological standards and guidelines for the establishment of municipal tariffs," the Minister said. Recommendations will concern maintenance of garbage chutes, cleaning of entrances, repair and replacement of the General house equipment.
