The Ministry of labor reported the growth of payments on sick leave and maternity leave (Russian newspaper - Federal edition № 7417)

14 November 2017, Tuesday

Starting next year, the size of maternity leave for working Russian women will increase by 16 thousand rubles. In total, they will amount to 282 thousand rubles. Sick leave and childcare benefits will also increase.

The maximum size of maternity will increase to 61 375 rubles per month, which is 3542 rubles more than this year. The maximum amount of sick leave will be 61 375 rubles per month, told "Russian newspaper" in the Ministry of labor. Maximum childcare benefits will be 24 503 rubles.

The Department said that people who officially earn this year at least 755 thousand rubles a year or 63 thousand a month (this is the maximum wage, which is now paid contributions to the state extra - budgetary funds), and for 2016-718 thousand rubles (an average of about 60 000 per month), will be able to count on maximum benefits. If the income is lower, respectively, will be lower and benefits.

The increase in benefits is connected with a change in the calculation period from which the benefits are calculated, the Ministry of labor explains. In 2017, they are calculated from earnings for 2016 and 2015, and in 2018-for 2017 and 2016. The amount of earnings from which insurance premiums are paid is indexed annually.

Maternity leave lasts 140 days under the law, and a woman can get 61 375 rubles a month or a total of 282 thousand rubles. If the pregnancy is multiple or has complications, the maternity period will be extended and, accordingly, the woman will receive payment in a larger amount.

A woman can receive a monthly childcare allowance after these 140 days.

If a woman in 2017 and 2016 was in an employment relationship, but did not work, because she was on leave to care for a previous child, or worked, but received a salary no more than the minimum wage or less, she will be given a minimum benefit: pregnancy and childbirth in general, for all 140 days, 35 921 rubles, child care - 3120 rubles per month.

The Ministry drew particular attention: the benefits in these sizes can only get officially employed Russians. Women who did not work officially receive social benefits through social protection bodies in the event of the birth of a child. In this case, the amount of child care allowance up to one and a half years for non - working (not subject to mandatory social insurance) women in 2017 is 3065 rubles per month for the care of the first child and 6 131 rubles-for the care of the second and subsequent.

In 2018, from February 1, they will increase, but as far as it becomes known later, the size of the indexation will be approved in January 2018.

At the same time, law, as well as the payment of sick leave do not allow maternity leave for 140 days for non-working women, since both benefits are paid only to insured people, that is, those who officially work, and for whom contributions are paid to state extra-budgetary funds.

It is worth noting that for the workers the maternity pay is based on the sick leave, open for 140 days. But if there is a gradation for the payment of sick leaves: their size depends not only on the salary, but also on the insurance experience (less than five years - 60 percent of the salary, 5-8 years - 80 percent and more than 8 years - one hundred percent, but not more than a certain amount of earnings from which insurance premiums were paid), then the size of maternity leave does not affect.

According to the Vice-rector of the Academy of labor and social relations Alexander Safonov, in the future it would be possible to revise the state approach to the payment of childcare benefits. Create a separate Fund that would deal with" family" payments, including those related to the birth and upbringing of children. Moreover, to appoint them not depending on the level of the mother's salary before the birth of the kids, but depending on the income and needs of families, to make them targeted.
